[psoc-2008] first reports please (students and mentors)

Native Call Interface Signatures and Stubs Generation

The subversion branch for the nci project is 
http://svn.perl.org/parrot/branches/gsoc_nci
My toolchain is in place and just fine.  I've been working with parrot 
for some time, so no toolchian troubles.
I'll communicate with my mentor and other parrot developers on 
irc.perl.org#parrot and #parrotsketch.

Currently I'm looking at using gcc to pre-process C files and then use 
c99 to parse the relevant function definitions.
