[psoc-2008] [report][NCI] Week 4 and Week 5

Given a C .h file, I'm successfully generating pir signatures for 
postgres' spi.h which was the goal for Week 4 June 21st.
On the official schedule I'm about a week behind.
No worries though because I scheduled July 5th as a slack week to catch up.

I've spent extra time, I didn't plan doing the following:
1. deciding whether to write a c pre processor using parrot tools.  (I 
ended up using gcc for preprocessing)
2. learning/relearning PGE, pct::hllcompiler, and nqp

This project has two major goals
1. generate pir signatures for c .h files.
2. auto-generate nci stubs at runtime.

Arriving at the half-way point of the project the first goal, ncigen, is 
functionally complete.

I plan on polishing ncigen this week and catching up.
